Yes, I've been there. I've been to UB and partied there with people I know who are working there. If you know the right people it's a crazy scene, a lot like the Wild West. I was there for Naadaam (their summer festival) in 2011. One of my friends there knows some of the wealthy Mongolian families and we got to hang out in their gers (a ger is a tent) while their horses were running in the horse races.
They make you drink this nasty as fuck fermented mare's milk and then chase it down with vodka. It's considered impolite if you don't drink the mare's milk, but damn that shit coats your stomach. I was able to put down 11 shots of vodka during the day and still party that evening.
The beautiful stuff is out in the countryside. UB has some solid Western restaurants and some decent expat bars (17th floor, for instance), but as a white dood you're a target for Mongolians who want to kick your ass. They're the real-life version of the Dothraki in many ways.
Unless you have friends in UB who can show you around properly, I recommend getting out into the countryside as soon as you can. UB is one of my least favorite cities on earth, even though it's an interesting place to spend 36 hours.

There are nice bars in UB. Go to the 17th floor sky lounge. There's a fucking Ferragamo and Louis Vuitton in UB. You have to keep in mind that there is a small handful of Mongolian billionaire gangsters as well as wealthy mining company execs (think Rio Tinto) and other expats (mainly bankers and lawyers connected with the mining trade) who want to have access to things of a certain standard. You won't get NYC or London quality meals in UB, but you can get a passable 5* meal for like US$50.
And yes, bros will want to get in fights even at nicer bars, or at least as you're leaving those nicer bars. You're a white dood in their country and they'll get massively territorial. Stay away from the beer hall type of bars and stick to the posher places and you should be fine, but keep your wits about you especially when roaming the street.
Yes, kempinski is the best choice, but that's like saying which turd is the most finely polished.

One of my buddies who lives in Yangon (he's an American white dood who's been an expat in Asia for the past 20 years or so and one of the people I partied with while in Mongolia) highly recommended this place the last time I was there. I went to Burma with a few friends who are very particular about their food and also travel like girls, and they loved it. It was one of the best meals I've had in Asia, especially considering the value. Western food.
There's also some solid Thai food in Yangon, but you really want to try Acacia.
Yangon shuts down at 9 PM (rolling blackouts and curfew I think) so there isn't much in the way of nightlife, unlike Mongolia.
