I'm assuming that the issue was that the office who got the plate and connected your name to the car was not the same officer who went to arrest you and they forgot to subpoena Kenny. So the hearsay was your name was on the registration and/or what the plate was.

if you're going to bring a document to court and say that what the document says proves something, thats hearsay. if there wasnt a rule against hearsay then you could have anyone bring anything, an email, a note, whatever, and say hey look what i found and it totally incriminates this guy. it would be unfair.

to get around the rule against hearsay, the PO who got the registration needed to be there to say, this the registration, this is how i obtained it, this is standard procedure, there is no reason to doubt its authenticity. because its a govt document that might be enough. in some cases, you'd need the actual author of the document there to testify about it, or someone else who is involved with and can talk about how these documents are created.
