In short: there was a Hindu festival, and the crowd was so large that people began standing on the train tracks for more room. This happens every year and they assumed the train company was aware and would not run trains that day. But they did run trains that day.

"According to local police and news media, the spectators were standing and sitting on or near the tracks in the Joda Phatak[a] area in the outskirts of Amritsar. The spectators were watching the burning of an effigy of demon Ravana as part of the Dussehra festival, when a commuter train ran into the crowd."
Demon Ravana was very upset and sent the Indians a message they won't forget.

Some protesters demanded that the families of those killed receive government jobs, and placed blame on officials.
