This isn’t the worst idea - if you have traffic stops handled like parking tickets and you know your not gonna get your shit searched or your ID pulled you would be less inclined to waste the cop or run or other crazy criminal shit if you were a dangerous violent criminal. Just getting your fine and carrying on isn’t the worst thing.
It could save a lot of lives on both ends and free up cops to actually do important stuff - which is a net win imo.
