Sanctions involving the US banking system have repeatedly proven themselves to be the most powerful. Apparently Russia can't avoid those by using countries like Kazakhstan as intermediaries. And even Chinese companies have proven themselves to be unwilling to risk not being able to access the US banking system.

maybe they keep finding ways to evade sanctions and US just responding to more sanctions? it seems like the west is fine with maximum sanctions and pain on Russian consumers but then they find ways to evade using third party countries like China. US/West seems more willing to impose pain on China and third parties themselves now.
