of course not everyone will be sending location data to Google. but Google can reliably predict how many people are and use that to estimate how busy a road or business is.
if this is not the case, then how do YOU think Google reliability determines how busy something is? |

- in adwards u can call that wld indicate more traffic
- search results itself for a resto
- map requests
