More likely that some associates with nothing to do decided to chill outside the office and weren't around when somebody tried to give them work. If this happens more than once then the assigning attorney/staff person can get pissed, prompting one of these email reminders.

Hey, I'm definitely taking advantage of the slow times too, but that doesn't mean that the work you're already doing can be done at a slower pace. There's still deadlines, client pressures, etc. and you can't be just like, The market is slow so we're just working slower.

I have only a vague understanding of how STB's assignment system works. At my firm, I don't think we do much calling on specific associates for specific projects, but I think STB does more of this. Anyway my point was that if you were in charge of staffing a somewhat urgent project and you had a short list of prospective associates, you'd get pretty annoyed the second or third time somebody told you that they were out of the office during business hours and couldn't meet right away.

When they have overhired and associates duck out because partners aren't giving them work, the firm needs a face time requirement to ensure that the still-busy associates don't fume when their co-workers take three hour lunches with the girlfriend and then fuck them at home two hours later.

Firms overloaded with work demand face time to prevent associates from ducking out at certain late-afternoon hours to avoid the rush of partner hand-outs. Yea, you're on track for 2400 hours, but the firm is busy and you need to take on more work.

True story at a random V-50 firm in NY. Firm was having a problem with a senior partner sexually harrassing summer associates at summer event after parties. Less supervision from recruiting and he would get drunk and go wild. Instead of someone asking the partner to behave, or to stay away from the events - they just cancelled the after parties completely.
