i tried to look into the economics of bum wine a while ago, and apparently one factor was companies like gallo preferring to bottle up their excess/low-grade wine directly/on-site and sell it in 4L glass jugs (the bottom-shelfer jugs common in grocery/convenience stores) rather than sending it off-site for separate processing into something like night train, which is basically a flavored wine product with more sugars and slightly higher ABV (17%) than normal wine.
but since people were buying the jugs, and since bottles of 'train weren't as popular as before, they just cut out the extra step.
