In terms of actual contemporaneous fun as measured in millennial brain waves, N64/PS1/Saturn is still the best gen, and into early PS2 with the triumph of GTA3 and the 20 other games released in 2001. The Doom-inspired school shootings of the 90s pale in comparison to GTA-inspired Mass Shootings of the 21st century imho.
Late PS2 and late SNES had something in common where you were like “yeah I won the gen but is this it?” Any side scroller felt ancient once you saw your first 3D game. Frat boys and Scum were playing Halo 2, Counter Strike Source and Half Life 2 were out, COD 3 was out, MMOs existed, and you had SOCOM and Red Faction and FF12 and Shadow of the Colossus and were just like “the reviewers SAID im having fun soooooooo…” and you had this tiny Japanese controller and could just shrug and watch DVDs. This was the lived experience of Late PS2. Late PS1 was amazing by comparison iirc. Like wtf were you supposed to do, play “True Crime Streets of LA” and marvel at the cutscenes? While people were playing Morrowind? PS2 has exquisite deep cuts but it’s hard to Curate on the moment.
Anyway you need to be clear on whether you mean contemporaneous or in hindsight. Totally changes the answer.
