My Toyota hybrid says it's charging the battery while coasting downhill: HOW????

You aren’t “in neutral” in an automatic or manual in that situation. Same principle in your hybrid. It’s using momentum to charge. There is mild regen even when coasting (unless you actually switch the car into N) but obviously more if you depress the brake pedal.
Once the regen reaches the “off” line that’s when you know you’ve engaged the friction brakes.
I could do a deep dive into this as I find forced regen of any kind a detriment to efficiency, but I’ll suffice it to say this:
Coasting > regen braking > friction braking
