Both places have allowed people to build way too many homes in places where they shouldn't be. Like in Florida these houses get flooded and wrecked and people continue to rebuild there with the same construction techniques. Similar in California with wildfires and mudslides, but with the added kick that the state has hamstrung attempts to improve this through stupid environmental regulations and insurance mismanagement.
Both states have a great deal of fraud and high/rising home prices and construction costs.

FL - is there a climate change bowl? Because there was a "roofclaims.com" bowl - highlightig the CSLG style roof fraud that has caused the exodus of insurers from Florida. Has very little to do with legitimate claims and hopefully the legislature is fixing this.
CA - do you really think the temperature going up 1 degree is the biggeset factor here? Especially when LA had a near-record rain last year? Or is it that everyone has terra-formed a part of the earth where historically 90% of it burned? Seems obvious to anyone smart that our relationship with the ground is much more to blame than the changes in the climate.

everyone seems to be reporting that the home owner insurers in California asked for a rate increase, got denied, and left the CA market for home insurance.
i can't verify that but if true that's plenty of explanation without resort to climate change.

The other factor mentioned touched on here but not really gone into is just the huge increase in construction costs.
Pre-COVID, you could build a nice house in Florida for $200,000. Now that's what it costs to build a garage - and that's barely hyperbole.
Construction costs have basically 3x'd - so insurance rates have to 2x at least. And then you add on that insurers basically had to buy everyone in the state of Florida a new roof. I think they've tried to legislate out of that debacle, but seems like the insurance companies are going to continue to try and recoup all those free roofs of the past from homeowners in the future.
