furthermore vegas itself was something of a queer and unintended result of federal level prohibition era politics creating a sort of whirlpool or black hole for demand with state level political actors shrewdly playing off of this and, once these policies contracted, the market inefficiencies regarding vegas' services dried up, leaving the construct operating mostly off of its own time-limited momentum

Casinos that aren't being used to launder money are doing whatever they can to fix that problem. Money laundering requires the casino to bring in enough idiots who lose enough money to cover its losses in the VIP rooms, and apps make that easy af. No need to give free food or provide sleeping quarters to the dupes.

Florida law still only allows members of the Seminole tribe to use the apps from anywhere in Florida. Non-seminoles have to be on Seminole land, even if they're just using the internet to gamble. No idea how that's being enforced but it sounds like it could be the basis for the plot to a really funny movie.

PS China is also moving to apps. Mainlanders were prohibited from going to Macau (or Cambodia, jesus) during COVID, and that's also when "illegal" gambling apps started becoming available to mainlanders. Mainlanders who lose money on these "illegal" apps with shit-ass odds are financing a casino boom in Cambodia so that none of it occurs on Chinese soil. Read every account of any visit to a casino in Macau and they all say they lost money out the ass over there.

Vegas casinos were required by law to offer downtown odds, so they had to make up for it in volume (or by steering traffic to the strip). Now that volume is down, Vegas has nothing to offer. Wasteland.
