I feel like this shit only gets tracked when they already want to fire the person and are looking for a reason.
My firm did this with someone who was having personality conflicts pretty early on with people. Firm looked into CRM and compared with clock in/clock out and terminated. The time theft was the justification for the firing.

As an employer who has basically our entire office on a single cloud based program that runs most everythign they would ever need in a given project. We are able to time track.
I can confirm this isn't abnormal unfortunately. We have used it to justify firing in the past and it's helpful in that regard but if someone is doing what she was, we probably wouldn't catch on if she was otherwise keeping up with her job duties.
