Temporary shoring is not designed to be as safe as a building accessible to the public.
American Society of Civil Engineers:
C6.5.1 Applicability
It is not reasonable to require seismic resistance for temporary works where large earthquakes are infrequent or not considered probable.
They're not just weaker because the temporary load is less. They're weaker PER POUND of supporting structure.
It is not for public use, therefore it is not required to be as safe as when it is completed, and FOR public use.

Are you stupid? (Yes) ... THE FUCKING BUILDING IS NOT FOR PUBLIC USE. THEREFORE IT DOES NOT NEED TO MEET THE SAME REQUIREMENTS AS WHEN IT IS.
How about concrete is not rated at full strength for a literal month after its poured?
Last week I drove by a building unders construction, maybe 6 floors already built, and shoring column cylinders are still in place at ground level.
Why do you have to talk if you're not an expert? I'm not a civil engineer but I'm at the supervisory level in construction and I know more about this than you. I might not know the calculations for everything but I know the reasons and i know how shit is done. Just stop talking like you know everything.

former indian skyscraper engineer, at the top of tall buildings they put this circular type bell structure that is used during earthquakes to keep balance of the structure, i saw one in taipei 101 u can see here how it works during an earthquake
