I'm sure there's some obvious explanation for why it's great for all these other countries to have tariffs imposed on goods exported from the USA, even before the Trump tariffs.

In most cases, no, it isn't.
Let them make cheap plastic frisbees in China and Vietnam. That shit is never going to be made here regardless of tariffs.
Not to mention that drastically increasing tariffs on imports will ultimately hamper our efforts to rebuild domestic manufacturing since so much of it will still be dependent on foreign sourced inputs.

US tariffs on Chinese goods = ~3.5%
China tariffs on US = 8% to 10% on industrial products; agricultural goods = 15%-25%
US tariffs on Vietnam: ~2.5% to 3%
Vietnam tariffs on U.S. goods = ~9.5% on average with some industries much higher such as machinery and food at 20%-40%
same story all over asia

Because the US already has tariffs on many goods (25% on light trucks, 100% on Chinese EVs among many others) and the overall rate is in line with other advanced economies:

For starters, they’re not going to do it in a retarded way like Trump just did. They’re going to tariff specific U.S. products where they also have a domestic alternative. That creates a broad dead weight loss while being a bonanza to specific domestic producers.
Trumps shotgun approach allows them to scalpel in more pain to specific sectors in the U.S. (e.g. farmers) while their pain is equally distributed and broad across their entire country.
They have to do it because it’s really the only lever they have, and if they do nothing they have nothing to negotiate with.
