I really don't know. It's a great question. Maybe markets aren't as hyper-competitive as we like to pretend they are. It's a big open secret that anyone who observes these companies becomes privy to the more closely you interact with them (but there's no incentive to change the status quo because the supermajority of people within the company benefit from it, like a gentlemen's agreement that everyone just half-asses things). The average management-layer employee has a calendar full of meetings they don't contribute to but nevertheless sit in on (so they appear "busy"), 4 weeks of paid vacation that they assuredly take to the last minute, a couple weeks of fake sick time they finagle in, and they work a real 10 hours max per week putting together charts and "ideating." Projects take forever to complete; everything is constantly delayed; there are significant inaccuracies and mistakes that get glossed over by higher layers of management and leadership; there's no sense of urgency in anything unless it is externally imposed on them.

everyone in every layer has retainers below them who serve them, all the way up to the very top. people are permitted to continue to exist within the organization to the extent that the usefulness that they provide as a retainer to others outweighs any friction or problems that they pose to others
retainers in medieval times didn't do anything most of the time, either. they just existed as parasites on the productive system around them until their lord called on them to do something, just like corporate employees with their boss(es)

I don't know what you would like me to say. I interact with and see this in management layers (especially) at F500 companies every day. The standards and tolerance for shirking / slacking / bullshit / half-assery / not giving a shit are still phenomenally high even after any sort of RIFs that have occurred. As I said above I think part of it is just tacit coordination/collusion--it benefits most people most of the time to keep things like this.
