Here’s the part nobody is posting:
In just 10 years, state payments to non-profits and NGOs have quietly doubled from ~$11 billion/year → $22+ billion/year.
That’s now 1 out of every 3 dollars Minnesota spends — more than we spend on roads, courts, or prisons combined.
The numbers don’t lie.
2015: ~26% of the budget
2025: ~36% and still climbing
This isn’t “charity.” These are taxpayer dollars funneled through 501(c)(3)s — often with less public oversight than direct state agencies. (all sourced from official MMB, NASBO, and Minnesota Council of Nonprofits reports).
The question isn’t whether some of these causes are worthy.

Housing Stabilization Services (Medicaid Fraud): A recent wave of charges targets a scheme where providers billed Medicaid for substandard or non-existent housing support services for vulnerable populations, with initial investigations uncovering millions in fraudulent payouts.
Medicaid Fraud (Various Cases): The Minnesota Attorney General's office has prosecuted several large Medicaid fraud cases, including one targeting Promise Health Services for bilking over $9 million by billing for fake services, as detailed in a June 2024 press release.
Telemarketing Fraud: A 2020 case involved charges against 60 defendants in a $300 million nationwide telemarketing fraud scheme that operated through the District of Minnesota, per a Department of Justice press release.
