Former Austin Mayor Frank C. Cooksey – a progressive proponent of civil rights, the environment and education – died at the age of 92 on Monday morning after hospitalization for a fall and head injury, his daughter Kathryn Pew said.
Cooksey, an attorney, served as Austin’s mayor from 1985 to 1988.
Prior to becoming a lawyer and politician, Cooksey studied at Union Theological Seminary in New York. That education was “really foundational to the rest of his life,” Pew said.
Cooksey attended The University of Texas at Austin and served as the school’s student body president in the late 1950s. Pew said he was later urged to run for office in Austin by friends.
Ascension in Austin
When voters chose Cooksey to lead the city’s government in 1985, the capital had just over 400,000 people. A New York Times article covering the election described Cooksey as an “environmental activist” with no previous elective office experience.
Cooksey, the Times wrote, had ridden a wave of discontent with Austin’s rapid growth and had defeated well-financed opponents and an incumbent backed by developers.
Cooksey told The Times “growth management” was a primary concern, and he wanted to annex land and implement new environmental ordinances to protect sensitive areas.
He would later be instrumental in moving Austin’s airport out of the Mueller neighborhood, Pew said.
“He was kind to everyone,” Pew said. “He worked his way through school. He did not lord his position over people. He really used his power for good, not evil.”
At Cooksey’s 50th birthday party in Zilker Park, Pew recalled a “rainbow” of people of every race, creed, color and socioeconomic status.
Pew said her father cared deeply about the homeless, civil rights issues and was proud of the work he did to make Austin a sanctuary city.
“I’ll tell you, a secondary cause of death may have been a broken heart because of all the important changes that he made in our society being dismantled over the last year,” Pew said.
