China isn't going to do anything for free. The whole point of destroying the infrastructure is that you create a really long list of things that Iran absolutely has to pay a lot of money to get running again before they can think about spending money on their nuke program.
The bridges will have to be fixed asap, so will the power plants, the basic buildings a government needs to function, the ports, the steel plants, etc etc. And since the huge steel plants are destroyed, they will have to pay money for foreign steel instead of just mining and smelting it at home.
