Duh.
It allows them to have seats in state legislatures.
It allows them to pave the way for Gubernatorial races.
It also allows them to conjure up these dumbass voter ID laws.

No. GOP-leaning voters are enough of a minority that they can derail the federal process. It's not purely Gerrymandering. 41 united Senators can significantly change the legislative process.
