which is exactly what the USA was fighting in Japan. The people in charge of Japan at that time were fundamentally IRRATIONAL. Our strategy to end the war turned on that premise.

In all other cases, the US government has assessed its opponents to be rational. See e.g.

Right now the Maduro thing makes Trump look irrational. If you're Iran I think you have to begin with that premise.
