Once dems vote that the POTUS is incapacitated, the burden shifts to the POTUS to prove he's got capacity to perform the duties of the jerb. How tf is Trump gonna do that unless he testifies in his own defense? He can't just have Markwayne Mullin testify that Trump is sharp is a tack. From a PR perspective this wins.
