Probably heard stories about losing areas on the fringe of the empire like Dacia and thought it’s NBD, were still hanging in there w Persians. Egypt crop yields are up, plenty of people wanting to move here still.
Then after hordes took over w few areas maybe made some people nervous. Hordes were then incorporated into the Roman army, it’s all good. We’re at the top, just bring in some more cheap slaves and labor. Give them some land nobody wanted anyways.
Roman army led by hordes goes berzerk and loots everything and romans think “well we’ve always had civil wars.” This will blow over they’re still learning our language. Generation goes by and the next one is used to Roman army being slightly unreliable, mostly foreign, and constantly looting territory.
Generation goes by. Maybe you stop paying taxes, don’t care to pay taxes, see Roman army as more of a problem than help. None of your friends and relatives are going into it so why care what they do as long as they leave you alone.
Generation goes by. Now “Roman” army shows up and you’re so used to this that you just leave the city and move somewhere else. Who cares if the burn the city to the ground. The government is corrupt and ineffective and has no control over anything. When the Roman army leader appoints himself emperor, you say whatever. There’s always been two emperors, the one in Constantinople is still ok.
Generation goes by and nobody cares about emperor 2000 miles away. You’re used to barbarians being in charge, they’re not that bad. Buildings are crumbling and you’re taking dumps in the street, but you don’t even know any different. Grandpa keeps talking about Roman legions, but that’s more of a Greek thing now.
