there was once a czar who really liked jews and encouraged them to settle in russia. he even considered making judaism the national religion of russia before settling on eastern orthodox christianity

A bunch of non-Jews left too. And quite a few ended up returning as well (Israel ended up being a sort of boomerang for a bunch of Russians that were Jewish or part Jewish). So overall it isn't surprising that you still see Jews or part-Jewish people making up a large portion of the population in Russia today.

What? I lived in Moscow fairly recently and a huge portion of people I met were either Jewish or part Jewish (including myself, btw). Obviously, you don't want to be the funny hat wearing variety but in large cities a large number of people are part Jewish. Another large part of cities are immigrants from the Caucuses, which get it far worse than Jews (arguably for somewhat good reason).
