Why do so many smart people enjoy the idea of 'technocracy'?

It's "Scientisim" - the idea that models that work for determinate processes, as in classical Newtonian physics, must perforce work for 'social science.' One could call it prestige infection: physics has been so successful and prestigious, everyone from economists to psychologists to political scientists want to show they're DOING SCIENCE and SERIOUS BIZ by aping it, even if its methods ill-fit.
Also, as noted, that intellectual heritage of faux-prestige gives cover for psychopaths -- Stalin types -- to capture and wield power. So in a sense you've got a baptist and bootleggers coalition, but instead of baptists it's sanctimonious deluded libs.
