That the owners pay him that amount is evidence (although certainly not conclusive evidence, like some of the retards ITT appear to believe) that he's worth it.
My guess would be that inertia and a lack of an individual incentive on any one owner's part to lobby to lower the salary (it's only about a Mil apiece, and it's not like they could realistically lower it to $100K or whatever), combined with Goodell's high incentives to protect the salary he has, combined with his power and the risk of retaliation against any ONE (or 2 or 3) owners who raised a fuss, combined with general satisfaction with Goodell's performance and a general desire and "belief in" him having some skin in the game (industrialists have more faith in performance incentives than empirical evidence warrants, probably b/c they got to the top by following such incentives), creates a situation where the owners have more to gain by sabotaging any nascent collusion against Goodell (siding with Goodell and attacking the collusion-fomenting owners) than supporting it.
