Basically, I think they just want to make it so a large percentage of people are able to score perfect, so they have more of a reason to admit URMS. If a white person with a 150 IQ gets a perfect score and a black person with a 65 IQ gets a perfect score, Harvard wants to be able to admit the black person over the white person.
