it's almost impossible to get concrete percentages for any predictive analysis in most of climate science, not just climate change studies. it's just the nature of it. an exact percentage point would just go under endless debate and scrutiny, and if they somehow fucked it up, that could be detrimental as well. it's a policy efficacy issue, not so much the science. if nobody can get on board with reasonably reducing emissions without an on-the-nose figure, than the political will is lacking in the first place.
