Mr. Jason Delisle of New America, who posted the original "sorry guys PSLF is gonna go" story a few short months ago is quickly becoming the go-to guy cited amongst all of these articles. He is the man behind the end of PAYE.

his proposals are fair. cap PSLF at $57.5K, expand PAYE to everyone, get rid of the tax bomb, don't cap payments at the 10 year repayment amount but keep it at 10% across the board, cap capitalized interest at 50% of principal. even if you're all-in on forgiveness like me, that's a fair proposal.

the problem is the narrative is getting away from him. despite being a Republican, he got his proposal's into Obama's budget, and then he started pushing a few journalists to talk about how GULC was telling kids to borrow because the government would pay for it. GOP'ers are going to seize on it though with midterm elections coming up, and that his proposal is coming from Obama means it's going to end up much worse than what he suggested.

maybe i'm wrong, he seems like he has a lot of experience working on policy and getting legislation through, but it doesn't look good to me.

I think you're being too kind to Mr. Delisle. He has been railing against PAYE since day 1. From summer of 2012:

On a final note, the proposed regulations show the PAYE plan will cost taxpayers $2.1 billion over the next 10 years. That’s because the Department believes 1.67 million borrowers will be eligible for and choose the PAYE plan. Some 400,000 of them will get loan forgiveness worth an average of $41,000 on original loan balances of $39,500.

That is effectively a $41,000 grant. It is also four times more than what the average four-year Pell Grant recipient receives in grant aid. That is exactly the kind of number the Department of Education should be talking about.
