TELS without TAR are limited in range to about 6km's -- not altitude, but range. With a TAR the system is good to 25-32km's depending on specific model -- latest variant actually good to 50-55kms.
A TEL can not do IFF interrogation and has no optical channel for target ID. All you see on the screen is dots. With 6km range the TEL has less than 60 seconds from target acquisition to receive the fire command. No time for thinking.
A CP with a TAR can do IFF interrogation. IFF interrogation on the old M1 models is limited -- they can only interrogate Russian military airplane IFF's. In WW3 we were going to blast your fucking civilian jets for sport so was no point building in a civilian interrogation capability into the system. Later post-"we gonna nuke you all" variants have more sophisticated IFF functions.
Buk-M1's need to be hooked up to civilian radars to ID civilian aircraft. Standalone they kill everything not screaming "I'm a Soviet military jet."
Buk-M1 is limited system, easily jammed. Sold poorly on export market. Finland was best export buyer. Latest models are different story -- immune to pretty much all jamming and very, very lethal. Chinese paid for improvements to system and their HQ-16 copy is one of most mass produced systems on planet today. Very lethal. Very lovely.
Naval versions are best selling version -- installed on Sov class destroyers, Talwar class, 054A class, and many, many other classes. It is best selling non-American naval missile.

Ukraine conflict: Part of Luhansk 'retaken' from rebels
Ukraine's defence minister says part of the rebel-held eastern city of Luhansk has been retaken by government forces.
Valeriy Heletey said government troops had captured the south-eastern section and had surrounded the airport.
Electricity and water supplies were earlier knocked out in much of the city and a major oil refinery was reportedly on fire.
