We need a little more info before we can determine the correct course of action.

How close are you to this guy? Is he one of your 2 or 3 best bros, or is he someone you have known for awhile and consider a friend, but don't share a deep bond? If the former, you need to go to bat for your bro unless you are almost certain he will go down in flames.

What exactly about him doesn't meet the criteria for the job? Is it a matter of him not being able to signal competence but is a truly capable guy, or does he not have what it takes to succeed? If the former, vouch for him and try to draw the attention of the decision-makers to aspects of your friend's life that show he can do the job. In this case, you would basically serve as an extended, interactive resume.

What effect, if any, will you going to bat for your friend have on his prospects? If you are 100% certain you cannot make a difference, then do the bare minimum and move on. However, don't use this as a convenient excuse to avoid helping your friend out. If you have been at your current firm for a year or more and people like you, there is a very good chance they will listen to you, not because they want to do you a favor, but because they want to hire someone good.

By the way, helping out someone like this is what networking is truly about. If you can get this guy a job, it works out for him, you have just created someone who will likely always have your back and will come to you with opportunities in the future.
