Seller sells a $20 piece of ram memory to a buyer. buyer files a dispute with paypal and ships the memory back to the seller claiming it is defective. buyer wins dispute and seller loses out when paypal deducts his account. Seller disagrees because the memory was in working condition when it was shipped out and was only broken he received it back, and tells buyer in writing that if the buyer doesn't pay for the memory he'll send him to a collection agency for the $25. Is this blackmail?

so as long there was an actual ebay transaction that took place, and there was situation where the seller lost money in the transaction, then it's no longer viewed as unlawful intent by the seller to ask for payment or be sent to collections?

just because the seller lost money doesn't mean he is owed compensation. But if the item was legit, and he delivered, he fulfilled his end of the bargain.
