I get that you want foreign affairs and gov but consider the backup options in each career and which you hate more/less. Not giving you an answer, more like directions for you to direct your research.
My biggest issue with the JD here is that it is a huge investment to go into a JD preferred area. I suspect that you'll hate everything else that you can do with the JD. With MBA you can focus on things like strategy for defense contractors and such, if that interests you. Meanwhile, legal at defense contractors is generally pretty lame. |

There's loan forgiveness but remember, only for public debt which has a strict limit per year. Even with GI bill + public debt maxed out and all public interest scholarships you'll end up with a large debt burden.
Just FYI, the way the JD/MBA works is that you get out in less time but you generally pay for both degrees. If you come from a wealthy family then fuck it, do that. Otherwise, think hard and look closely at the financials.
