So the right question to ask is whether a few billion dollars in the higher education budget could be spent on better things than an interest rate cut. The money could expand Pell Grants for low-income students, which cover much less of the cost of higher education than they used to. Or it could double or triple or quadruple the size of the federal work-study program, which benefits students both financially and educationally. Or it could create incentives for states to spend more on their own public colleges and universities — perhaps the best way to drive down the price of tuition for everyone.

All of that is a better way to deal with student debt than making it slightly cheaper to take out a student loan.

The thing is, increasing money for Pell Grants is a good idea but only if the money is actually going to real schools. There needs to be a massive day of reckoning for many schools (both profit and 'not-for-profit').

without guaranteed gubmint loans/subsidies, money is really only coming in from 4 places: parents, private lenders, alumni (and other) donations, and sports programs.

1) Queer Latina Studies students' families don't have the money to pay $10,000 per year upfront.

2) private lenders won't loan $40,000 to a 1100 SAT (or whatever the modern equivalent is) student going into Queer Latina Studies.

3/4) alumni donation/sports program money is going to be invested in things that offer a return on that money, such as giving scholarships to gifted athletes and bribing awesome professors with tenure.

man, you really have to break things down for libs. stop living in fantasyland and these things become obvious.
