How does the U.S. enforce taxes on renunciation of citizenship?

How does the U.S. enforce that tax?
If the person says tells Uncle Sam to fuck off, what can the U.S. do?
I assume there's an enforcement mechanism, but I don't know how this international taxation and judgment collection stuff works. |
