it wouldn't do anything. here's the student loan cure:

1. make existing loans dischargeable in bankruptcy after 5 years or so.

2. revoke federal backing for loans; make available some academic scholarships instead.

3. implement clawback provisions against the endowments/bank accounts of schools whose students go bankrupt.

problem solved. and collateral problems like useless admin layers would solve themselves from lack of funding.

right now, a student default has no direct financial consequences for a university. that shouldn't be the case - if you take a kid's loan money for "tuition" then churn out a grad who can't get a job and who goes bankrupt, that loan debt should fall back on your institution.

You can't just wander into a university in Germany the way you can in America with a checkbook. You have to be certified for higher study. In America, the decision to admit a student is totally at the school's discretion.
