Because you are talking about fucking old people and because pre-2008 it was conventional wisdom that people who are interested in "politics" should go to law school. In the 1990s and before it was even more a part of our cultural mythology...

It takes a long time to climb the govt ladder, so we are mostly talking about boomers and older when we talk about senior government officials.

Moreoever, before the 1980s, it was not prestigious to work in finance, so strivers didn't go after it. That isn't to say that it wasn't dominated by patricians--it was. But, as anyway who has been in the money business for a long time would tell you, most people in money management and sell-side finance were dumb people from rich families who couldn't get into prestigious law schools. That's sort of what the MBA was for--think slightly less wealthy versions of George W. Bush.

I'm sort of an overstating, but basically it was full of complacent old-money types. Over the last 30 years that has obviously changed...

There are plenty of GS people in gov't but that's an idiosyncratic case.

But when you're talking about sr. gov't officials, you're talking about Boomers, and the most prestigious thing for a Boomer striver to do in the 70s/80s was go the legal route.
