The problem with Polk is that he was pretty much the idiot savant of POTUS. He crushed on manifest destiny and arguably on economic policy. Little else. Plus, the acquisition of so much territory was a medium-term disaster for the Republic, bringing the slave question to a boiling point. Historians fellate Polk for setting an agenda and sticking to it, but that strength conceals the weaknesses of his limited imagination and vision.

Contrast that Teddy Roosevelt, who actually deserves to be in your pantheon ahead of Jefferson, Jackson, and FDR. The Great White Fleet basically doomed the British Empire, probably the most significant factor in assuring American world power after Union victory in the Civil War.
