Have a laundry list of basic competence (IQ, no huge debt vs income, healthy, etc).

Select a few dozen or so for each office. Have people vote on the top hundred or so policy questions and have each answer them.

Have some debates.

Then let the people vote.

Pay those elected a few million bucks or so and then impose a special tax if they earn more than 300k/year afterwards to limit their ability to be bought or promised lobbyist jobs etc.
