which instrument are you talking about? IIRC, the only instrument that will even be able to characterize these planets beyond just radius and mass will be PLATO, but it won't launch until 2024.

TESS will launch in 2017, but it will only tell us the radius of the planets. IF you're talking about JWST itself (not a successor to it), I don't think it will have much power to characterize exoplanets, will it?
