Apparently it was something they used to do in the British Army in shit countries to help kill bacteria in water and he just kept on doing it. But it was hardly getting him drunk. Think barely lining the bottom of a tumbler with whiskey and then filling it with water.
Also he chewed on cigars alot without always lighting them. |

Interestingly the third volume (by the new author) reaches a totally different opinion on Churchill's drinking. I might be reversing their attitudes, but I think Manchester's view was that Churchill drank a lot and simply handled it well while the new guy argues that he just drank a lot less than people thought. |
