Demographics may be a factor, but there could be others. More poors and dumbs of all races are encouraged to attend college who never took the test before.
Changing education standards could play a part as well if students aren't learning material that's likely to be on the test, but it's pretty much basic math and vocab so I hope kids are learning that. |

More low achievers taking test of all ethnic backgrounds, but you get the double effect when you encourage lowest scoring to go to college and take these tests who just happen to be minorities.

Maybe states used to skew more toward the former but now more kids are being encouraged to test who wouldn't have previously.
