Article II, Section 1, Clause 5 provides that “No Person except a natural born Citizen, or a Citizen of the United States, at the time of the Adoption of this Constitution, shall be eligible to the Office of President . . . .” U.S. CONST. art. II, § 1, cl. 5. The comma after “States” seems to turn “or a citizen of the United States” into a parenthetical phrase, which would apparently make every President since Zachary Taylor illegitimate.

when you consider that all written language is not language but just some SPS attempt to fix language on paper (like a symbolic representation of langauge rather than language itself), you realize that there's no reason writing is necessarily accurate (consider ASL, which has no formalized writing system AFAIK yet ASL is a language for sure)
i don't know the full history other than that it's totally shit and ad hoc and a relatively modern invention
its main utility is that in spoken language if i say something unclear, you can ask me for clarification, bu tin writing it has to be understandable since you can't ask a writer for clarification
i can't opine on the origins, but i assume (likely correctly) that it's this multi-thousand year struggle to figure out how to we make things clear, which includes aesthetic concerns because unaesthetic punctuation hinders the speed of reading
