You need to understand that hiring in general is way down in government since 2011. Budget cuts, sequestration, state and municipal debt crises, and lower tax revenues after ITE have all taken their toll. The unselective agencies have been hit hardest.
Second, any government legal position is getting a ton of applicants. We routinely get 500+ applications for legal positions.
Third, to the extent that government agencies not picky about grades and grade-related credentials are hiring, they are hiring people with a strong, demonstrated interest in what they do.

Frankly, it's worth it to continue to stick it out - biglaw or no - at that price, unless you have some UG background where you can immediately transition into a high paying field. The economy is still shit for everyone, and you even with those grade you stills have a shot at a good-paying (e.g., 100K+ in secondary city) legal job at OCI, and perhaps even biglaw.

I came to discover at some point during 1L summer/2L year that I had several friends who were top 10% or close to it. The vast majority had spent a lot of time going to office hours and talking with profs about exams specifically. So I think the CW to do practice exams is right, but the ideal is to find a couple with questions that cover subject matter already taught earlier in the semester and go over those with profs to get a real sense of what they want, and how they grade. You need to go into that conversation ready to test a lot of stuff, e.g. think of those extra bad, weak arguments and then specifically ask "would you give an extra point for this, or is it more likely to annoy you?"
The second thing I heard consistently was that people tried to get as many cases and holdings into the answer as possible. Analysis and conclusion sort of are what they are, but you can fuck up to some extent and still score well if your answer is already covered in little checks because you reeled off all the relevant cases and an additional sentence/clause setting out the holding, even the little shitty ones in the questions at the end of the main case in your casebook.
Third, most of them did the section heading thing where they use the section headings to a) potentially score a main point twice by getting two checks--one in the heading and one in the body, and b) to make the answer more readable and less shitty to grade as a big block of text.
Fourth, and perhaps most important, if you don't type very fast spend time asap getting your typing speed to at least 60 wpm and preferably 75+. The point isn't that you write more, but that you have more time to think and structure, e.g. go back and add in cases and section headings.
I didn't do any of this for all three years of law school because I was lazy and intoxicated for most of it. I finished median 1L year, and slightly above by end of 3L year and barely got a job from a T10 back in the pre-ITE good old days.

I improved second semester, ended up with a market paying gig by the time it was over.
I'd give it one more semester. But if you're still barely breaking 3.0 second semester, it might be time to find something else unless you really want to do shitlaw sweatshop.

1) I had previous work experience that had me very focused on providing the "best" answer on exams rather than running through the whole on the one hand, on the other hand forks. So I started doing that.
2) Started outlining earlier
3) So that I could spent week before finals looking at practice exams instead of outlining..
