ISIS is not a threat in West Bank because WB is controlled militarily by Israel, which makes huge numbers of arrests and keeps population to a certain extent disarmed.

1) Competition from domestic terrorist groups - Israel has been and continues to be targeted by Hamas, Hezbollah and other groups that operate in or just outside of Israel's borders. Why would ISIS feel the need to compete with Israeli-centered terrorists when they have all of Europe and the U.S. all to themselves?
2) Publicity - ISIS knows that it will get more headlines by attacking sites in the heart of Europe or the U.S. Another attack in Israel would barely make the news.
3) Capability - Israel's homeland security and border control is much tighter than Europe's systems. It's much easier for an ISIS terrorist to sneak into Brussels or Paris than to sneak into Tel Aviv or Jerusalem.
