He was an overall good PM who backed the wrong horse. UK needs solid stability right now. Cameron isn't leaving until October but he's effectively a lame duck PM so there's no real leader in Britain at the moment, save the Queen. If he wanted to resign he should have done so immediately to allow a successor to start the withdrawal process ASAP. EU is already saying they want Article 50 to be invoked immediately.
Edit: maybe Cameron's talk about saying on till October is just to soothe the markets on an already volatile day, but he's actually already planning to leave much sooner, in the next few weeks. Question is who his replacement will be. My money is either BoJo or Theresa May and I'm inclined to think May will win.
