Anyone with a brain knows that if Republicans want to be relevant nationally going forward, they need to appeal to minorities. The question is, how do they do this without alienating white people (meaning amnesty, cough cough Rubio, ain't the answer). As a minority dude who would love to vote for Trump but for believing he's a manic, below is what I think a Republican could get black people to buy into.
1) The candidate needs to be non-controversial. Someone like Mitt Romney but not a Mormon.
2) Stop the local government flame. Local government has never been good for minorities and the federal government has always been the white knight. Emphasize EFFICIENT government, not small/local government.
3) Talk about enforcing immigration laws and the border, without tying it to Mexicans/Muslims. Like it our not, you/Trump/Sheriff Joe sounds like a racist. This means border security and deporting people when they are picked up, not SS style round up squads.
4) Stop making issues of non issues at the state level (tranny laws). You look better defending the status qua than being the asshole pushing perceived discriminatory legislation.
5) Push for lower and middle class tax cuts. Fuck rich people. Like literally, fuck them over with the tax code.

1.) is basically impossible for the republicans. any candidate they trot out will be made controversial by a highly partisan media/academia apparatus completely in the tank for the dems.
2.) dems would easily parry this—"we know big government better than the gopfags because we haven't been trying to demolish it for decades. trust us to make it more efficient". plus, the media/academia complex would just frame efficient government as racist/sexist dog-whistling and say the gop can't be trusted.

These could all probably be done. I personally disagree with you extensively on #2 -- letting people have a certain degree of self-determination and locally tailored policy is what makes a country as large and diverse as the U.S. work -- but even it could be pushed into a nationalist platform over my personal objections. It strikes me as one of those issues/concepts that GOP cucks have always thought their base really wanted, but really they're not that into it. (We've been finding a lot of those over the past year!)
Would love to see #5 happen, but, prior to TRUMP, this was literally the hallmark issue of the GOP, and it'd take purging all the cuckies embedded at all levels of government to make it happen.
The racism stuff is obviously a big issue. But nationalism has appeal to racists (the fit is greater in Europe than here, since we have a genuine multi-racial society here, but still), who amplify that tinge when they promote the movement, and a lot of politicians don't want to condemn it too hard when it's in dog-whistle form b/c, frankly, we'd like the votes. Media also amplifies this aspect, not so much out of bias/hatred for nationalism (our media is *really* incompetent, way too much so for that) as out of its natural tendency to amplify controversial aspects of shit.

This has been standard operating procedure for the GOP at least since the ideological party realignment was finalized in the 1960s. I despise, e.g., Paul Ryan, but I honestly doubt the dude has a racist bone in his body. I'm sure that if there were racial strife in his district, though, he would make damn sure not to alienate white racist voters (aside from the tiny number of extreme losers who join the KKK or call in to radio stations to use the n-word or whatever).
There's no reason a nationalist party has to be that way, and it should in theory be easier to avoid here than in europe since blacks are actual Americans (even virulent racists don't deny that) and they're actually quite influential in the culture (music, film, sports... POTUS). But given that the two molds we'd be working from are (1) the husk of the old GOP infrastructure and (2) the pattern of already-developed european movements, we'll probably just fall into what's easiest and periodically wink to white racists rather than try to win a multi-year courtship with blacks.

To be successful, the GOP needs a singular, resonant message. Trump is trying nationalism. It's a bold move; let's see how this plays out.
I think individualism is a strong one. It can be traced through most of Republican history and it allows ample opportunity to paint the Democrats as racist for lumping all people of color together and taking them for granted. It also provides opportunity to call out SJWs for trampling on individuals' rights of free speech. They can champion criminal justice reform, tax reform, Second Amendment rights, repeal of affirmative action policies, welfare reform, etc. all by appealing to the dignity of the individual.
"Democrats call me racist for being against amnesty. But I don't think we should be lumping all immigrants together. Some immigrants came here through hard work and played by the rules.
