1) it's pretty easy. I made an appointment with the gunmo (highly recommended over going into a busy store) the dude shot the shit with me and offered me a couple of beers while we discussed the various models and options. spent about 90 minutes with him. I had to take the firearm safety test which is a legit joke - got 30/30 correct. Questions are like this: Firing a gun in the air is safe if there are no tall buildings or people around, true or false?
After passing the test I have the card which is good for 5 years. I can now buy any CA legal gun but have to pick it up after 10 day wait list. He said that if I decide on any accessories he sells he will install them for me when I pick it up in 2 weeks.
2) She was there and was supportive. I am buying her either a glock 19, a sig 229 or a CZ for her birthday. We are still figuring out what to get. She is a pretty great shot. Took my mom to the shooting range with fiancee this weekend and we were by far the best group of mixed gender shooters. all of us could hit consistently center mass or head. Other bitches were lucky to hit the 3' X 3' targets at all.
3) Once I have 2-3 guns I will buy a gun safe. For my AR it comes with a locked case.

I usually use my red dot, of course. But for $89, whatever. They weigh almost nothing and look mean as fuck. But overall probably unnecessary for **our** purposes of shooting at pieces of paper and maybe cans.
2moa at 100 yards is ok - when I shoot at targets from 100 yards that are like 11"x8" (whatever my range gives out for free), its hard to see WTF I'm aiming at because it covers the 6" diameter or whatever target circle. And mine is 1 MOA
Also, I think I told you this before, when shooting anything more than like 15 yards, you will want a spotting scope of some sort to see where you are hitting. Impossible to see the little holes on the target otherwise.

the $100 red dots tend to be bullshit, but the primary arms one is pretty well reviewed online http://www.primaryarms.com/primary-arms-micro-dot-with-removable-base-eta-early-may-2016/p/md-rbgii/
I have one of these on a .22 and it works fine
But for your gun, might as well go all the way. The sight your guy suggested is 180 so you really can't go wrong.
