MATTHEWS Updated Oct. 6, 2016 7:28 p.m. ET 7 COMMENTS Federal authorities detained two Russians and a U.S. citizen on Thursday, charging them with illegally exporting technology used in military devices to Russia.
Justice Department prosecutors alleged the three men conspired to obtain cutting-edge microelectronics from U.S. companies and export them to Russia in violation of U.S. bans on such exports.
The contraband included electronic converters and integrated circuits frequently used in radar and surveillance systems, missile-guidance systems and satellites, prosecutors said. |

These relatively low run components are just cheaper from US sources than from Russian or even Chinese producers. Very unlikely that the end users in Russia were MIC firms as the MoD would never accept Yankee sourced ICs. These would probably have ended up in a powerlant or even freaking farm equipment. Export controls on such basic parts is laughable. That they wont disclose exactly the IC in question is testament to fact that its probably something very basic. These prosecutions usually just involve people who refused to work for the CIA and ship compromised chips. This kind of smuggling happens to the tune of about 100 million chips per year.
