Latinos usually have one parent work but not report income to the IRS, while the other parent works and reports income to IRS. Then they apply for FAFSA to get their kid financial aid to go to college. And voila! They get it because FAFSA only sees ONE income (which is usually low).

If both incomes were reported, many Latinos would not qualify for FAFSA.

I know from experience.
